I actually know what this is! A local bar has it as a "outside" game.. You get 2 of the boxes, 2 teams, each w/ "x" amount of washers. It's a mash-up of Horseshoes & Beer Pong! Except you're throwing washers! 1st one in the PVC pipe makes the other team drink, or whatever...
